Work Programme and Annual Report


Work Programme of the Accreditation Body of Montenegro (ATCG) is an annual strategic and operational document that defines the priorities, objectives, and planned activities in the field of accreditation for the respective financial year. It establishes the obligations and tasks of ATCG with the aim of developing and strengthening the national accreditation system, enhancing institutional capacities, and ensuring alignment with European and international accreditation requirements.

The Work Programme encompasses activities aimed at improving the quality of accreditation services, increasing the number of accredited organisations, developing new accreditation schemes, strengthening professional and administrative capacities, and maintaining ATCG’s international status, including membership and active participation in European and international accreditation organisations and the maintenance of the EA MLA Agreement. It also includes the development of cooperation with domestic and international partners. Furthermore, the Work Programme provides the basis for planning and securing financial resources from the State Budget of Montenegro.

The Work Programme is adopted by the Management Board of ATCG, subject to the prior approval of the Government of Montenegro, while the draft Programme is prepared by the Director of ATCG in cooperation with the heads of organisational units.

Annual Report of the Accreditation Body of Montenegro is a document that presents, in a clear and systematic manner, the activities carried out and the results achieved during the reporting year. Through the Annual Report, the level of implementation of the Work Programme for the respective year is evaluated, as well as the overall performance of ATCG in the development and improvement of the national accreditation system.

The achievement of objectives is measured through defined performance indicators, such as the number of accreditation activities conducted, membership status and level of participation in European and international accreditation organisations, the status of the EA MLA Agreement, the number of employees, assessors and technical experts, implemented training and professional development activities, promotional activities, development of cooperation, and progress in the digitalisation of operations.

An integral part of the Annual Report consists of the financial statements — the Balance Sheet and the Income Statement — which provide a comprehensive overview of ATCG’s financial position and operating results for the reporting year.

In accordance with the Decision on Establishment, the Annual Report is reviewed and adopted by the Management Board of ATCG and subsequently submitted, within the legally prescribed deadline, to the ministry responsible for quality infrastructure for further consideration and approval by the Government of Montenegro. The draft Annual Report is prepared by the Director of ATCG in cooperation with the heads of organisational units.
