Mission, Vision and Quality Policy


Mission, Vision and Quality Policy of the Accreditation Body of Montenegro form an integrated strategic framework guiding its activities and long-term development. They clearly articulate the role and responsibilities of the national accreditation body in establishing and maintaining a reliable, transparent and internationally recognised accreditation system, fully aligned with European and international requirements and best practices. The Mission, Vision and Quality Policy statements have been adopted by the top management of the Accreditation Body of Montenegro, demonstrating its commitment to competence, credibility and continual improvement.

The Mission reflects the commitment of the Accreditation Body of Montenegro to the continual enhancement of the national accreditation system, ensuring its consistency, transparency and full alignment with leading European and international accreditation practices.

MISSION

To establish, maintain, continually develop and promote a modern and transparent accreditation system in Montenegro, in full alignment with best European and international practices.

The Vision reflects the aspiration to strengthen the reputation, credibility and recognition of the Accreditation Body of Montenegro at the national, regional and international levels, through the active engagement of all interested parties and by ensuring confidence in the results of conformity assessment.

VISION

Through its competent and professional operation, membership in European and international accreditation organisations, implementation of relevant multilateral agreements, and its recognised professional reputation, the national accreditation body ensures the visibility, recognition and acceptance of the national accreditation system at the regional and international levels. With the joint contribution of all interested parties to the development of the national accreditation system, accreditation is recognised as the most reliable evidence of the competence of conformity assessment bodies, thereby ensuring confidence in the results of testing, calibration, inspection and certification.

The Quality Policy provides the operational framework for achieving the Mission and Vision through clearly defined principles founded on objectivity, impartiality, competence and continual improvement of the management system. By consistently implementing this Policy, the Accreditation Body of Montenegro demonstrates its strong commitment to quality, accountability and effective cooperation with interested parties and relevant national and international institutions, with the objective of strengthening the accreditation system and the overall quality infrastructure in Montenegro.

QUALITY POLICY

Employees of the Accreditation Body of Montenegro strive to maintain a high level of service quality through the continual fulfilment of the requirements of the standard MEST EN ISO/IEC 17011 – Conformity assessment – General requirements for accreditation bodies accrediting conformity assessment bodies, relevant documents of European and international accreditation organisations, as well as Regulation (EC) No 765/2008.

The principles of this Quality Policy are as follows:

  • The Accreditation Body of Montenegro is organised and operates in a manner that ensures objectivity and impartiality in all accreditation activities.
  • The Accreditation Body of Montenegro manages risks and opportunities in such a way that all accreditation activities are carried out independently, impartially and competently by all participants in the accreditation process.
  • Employees of the Accreditation Body of Montenegro, as well as members of its governing, technical and advisory bodies, do not provide consultancy services related to accreditation.
  • The Accreditation Body of Montenegro employs a sufficient number of competent personnel to ensure consistent, impartial and independent performance of its tasks.
  • The Accreditation Body of Montenegro maintains an appropriate pool of assessors and/or technical experts to ensure the competent conduct of accreditation processes for conformity assessment bodies.
  • The Accreditation Body of Montenegro continuously maintains and improves its established management system, taking into account the requirements of all interested parties within the accreditation system.
  • The Accreditation Body of Montenegro continuously raises awareness that accreditation represents the most appropriate and internationally recognized means of demonstrating the competence of conformity assessment bodies.
  • The Accreditation Body of Montenegro cooperates with regulatory authorities at the national level on matters related to accreditation.
  • The Accreditation Body of Montenegro cooperates with other institutions of the national quality infrastructure.
  • The Accreditation Body of Montenegro monitors the needs of interested parties and responds in a timely manner with the aim of establishing new areas of accreditation and signing EA MLA in areas of importance for the state.
  • The Accreditation Body of Montenegro actively participates in the work of European and international accreditation organizations.

The top management of the Accreditation Body of Montenegro accepts and fulfils its responsibility for establishing, maintaining and continually improving the quality management system, in accordance with the stated principles and this Quality Policy.
